The FBI is responsible for scattering "Top Secret" documents and taking pictures of them. Confirmed by video film from the Mar-A-Largo security cameras that continued to run despite the FBI's request that they be turned off.
Eric Trump told Hannity that they are reviewing the video tapes and will put together and release a film of the FBI and their actions.
