It's a powerful negotiating point for a company to have a bunch of shares they can use for fundraising.
The more likely scenario is that they will just let the ones they don't need for payroll and things like paying for lawyers just sit there. You know, "F U prospective partner, give us a good deal or we'll just fund ourselves."
It would be extremely unusual for the company actually to release that many shares in a short period of time -- unless they are using them to acquire some other company, or something major like that.
