Junebug, let me go back and explain everything from the beginning so you might understand.  HIMR is now and has been an American company based in Washington state.  The TigerLynk is modeled after the CanadaArm made in Canada and used on the United States space shuttle, and both systems were designed by the very same man.  The prototype TigerLynk was built by Beaver Manufacturing, a Canadian company.  We assume this is the same company making the latest version of the TigerLynk, the AR120.  Canada feels it is a good idea to recover underwater timber, rather than cut down old growth forests on land.  Thus, because of the Canada connections to this technology, and the desire to recover underwater timber, they apparently felt it a good idea to provide funding.  They did provide the funding, just check HIMR's website under TigerLynk.  I hope this answers your questions.
