Red text is clearly a written communication (with confirmation reply) on the company's official twitter page claiming " we " meaning the company are " BEGINNING " lithium battery production.

That tweet is either true or false, If true, would it require an 8-K prior (timeframe) to a written public promotion in the form of a tweet?
