ore tested 64.5% -outcroppings and presumably veins often tested 67% -by definition % is lower away from veins everywhere in the world-but they have enough ore from just 1 vein as per whats already determined if the rate continues throughout the drilled vein to supply a panamax a month for 46 years -as posted in detail many times
the only low ore was part of the 1st shipment -which was a mixture of 58 and 62% as posted many times
historical things are historical by definition-2011 and 2012 permits were good for those years-saying cwrn is destroyed because old permits are no longer valid is insane-those permits werent designed for 2013-2013 permits are for 2013 by definition
CWRN was issued very 1st export permit ca 3-3-11 under the then new export requirements

cwrn's byproducts at present prices when sold will give them a negative cost of production very easily-perhaps 30/ton negative-see below post and cwrns cost is in the bottom half- no doubt below 10/ton-even without the byproducts or the cement revenue trucked to Ensenada CEMEX plant
ore was only 10-14/ton til 2002-ore is now ca 150/ton-give or take in a volatile range--ca 12.5 times higher so no surprise ore in ground is worth more now -an independent post article said those things w one company paying 4.79/ton for ore in the ground as per the article
CWRN has never had a problem getting a permit and has obtained the 2013 permit
-its all the extra games of cancelling all permits countrywide in December 2011 just before CWRN was to sail the 3rd ship as per Nov 17 2011 PR etc and 6-25-12 PR and bingos posts-and then adding a new series of audits that caused the delay in 3rd ship to June 2012 and then the left hand of govt blamed cwrn for the delay the right hand of govt caused- that is typical govt protocol that miners in other countries have to deal with also

This means that 1) once a govt has issued a concession, as it did to CWRN 2) and a company has expended funds in reliance on such issuance 3) and the company complies with environmental and tax laws, 4) under principals of equity and law the govt cannot deny a permit -

I'm not familiar w the companies who were denied a permit(I posted them)- I see some of them advertising their ore for sale on alibaba type yellow page sites-so some of them may be the illegal mines all the new red tape since March 2011 is designed to catch and stop.
Imo such red tape merely frustrates legitimate commerce while having minimal impact on illegal mines. Criminals and cartels are not persuaded by red tape-they only respond to boots on the ground- but the central govt does not effectively control the south mainland wild west regions w hostile to the central govt populations that are the problem. So why the govt does not recognize its own geography in applying such red tape overbroad to the entire country is beyond me-in so doing they are harming their own economies. They could always focus on buying their own ore rather than importing it,which would solve 2 problems with one stone.
India,in Supreme Court decisions blocking exports,as noted in posted articles, is somewhat different, as it has mixed traditions-eastern civilizations dont have such a long history of private property rights or a magna carta-and I saw articles contradicting posted articles re such Indian export restrictions recently-I guess that should not be surprising in a crazy world-I'm not on the Indian Supreme court.
