As just a teenager, he had worked at the printers, where they printed advanced copies of merger documents, and, although the target company's names were always encoded, he figured out their names from the other information in the documents he prepared, and bought their stock in advance of the announcement of the mergers.
After he settled with the SEC and forfeited all his gains as a fine, the SEC came at him again, and prosecuted him criminally and won. He took it to the Supreme Court and won his freedom back, with the Court saying he had been under no duty to not figure out the names, while observers felt that the Supreme Court only made up the "lack of a duty" because they thought it was unfair that they prosecuted him criminally after he settled the civil case.
When the government loses a case they felt to have been wrongly decided, they will sometimes announce that they consider the decision to be "limited to the exact facts of the case", warning that people shouldn't try to extrapolate it to their different situations. The government considered this case to have been so wrongly decided that the chairman of the SEC took the unusual step of warning that they did not consider the case to be precedent "for anyone other than Chiarella himself", so if someone else did the exact same thing, they'd prosecute anyway. But he himself got away with it.
So in the end, they got him anyway via "carbon monoxide poisoning".
