Ri-DEM should have
- known what the testing protocols were. reviewed what SNPW proposed and found them satisfactory to send a letter of "intent to approve" If the employees of RI-DEM didn't know what the testing protocols they were asking for were not satisfactory before a final review,why do they have a job in that department?
- received a proposal's contingency and response plans – what happens in the event of an emergency, as it is part of an industrial application. They reviewed what SNPW submitted and they found it satisfactory to send a letter of "intent to approve: after RI-DEM's "FINAL REVIEW"
- as The State of Rhode Island: Department of Environmental Management, they provided the specs for SNPW to meet concerning the environmental monitoring and safety plans. The plans SNPW submitted were found to be satisfactory to send a letter of "intent to approve: after RI-DEM's "FINAL REVIEW"
- reviewed how much and where medical waste would be safely stored and determined it was found to be satisfactory to send a letter of "intent to approve: after RI-DEM's "FINAL REVIEW" according to THEIR STANDARDS they requested.
- reviewed that the facility was proposed in a densely populated area close to residential neighborhoods and that their was no buffer between business before the final review and determined it was safe and environmentally friendly and found to be satisfactory to send a letter of "intent to approve: after RI-DEM's "FINAL REVIEW".
So this leaves us with only two conclusions.
Either RI- DEM failed to properly do their job before issuing after a "Final Review" a letter of "intent to approve"and should be held accountable for malpractice.
or
RI-DEM was politically intimidated and changed their decision of every thing they previous reviewed before the Final Review, where they found everything above satisfactory within their own specs to issue a letter of "intent to approve"
IT IS RI-DEM 'S JOB AND RESPONSIBILITY TO SET THE STANDARDS NOT SNPW'S.
IT IS SNPW'S JOB TO MEET THOSE STANDARDS.
AND ACCORDING TO RI-DEM 'S FINAL REVIEW OF THE APPLICATION and the letter "intent to approve" SNPW MET ALL THE STANDARDS THAT RI-DEM REQUESTED.
