OK, so it's a listing of all shareholders at a certain time that do not mine their secret identity to be revealed ( Tony Stark) v those who have something to hide, ie shorts (Clark Kent, Bruce Wayne)...lol
So really that list means nothing because there will always be NOBO and OBO and most likely a short will object to their identify be kept secret.
Am I getting this right?
