China seeds clouds all the time. They used it to deal with smog for the Olympics. DARPA in the US has technology where you can see the weather weapon rip through clouds from weather satellite photos. Undisputable when you see them. Some going through one quarter or more of the northern hemisphere. Some are the most craziest patterns or even various solid trapazoid holes through clouds going from a mile to hundreds of miles. A few dozen channels on YT post them when they find them.

Not to worry, the inflation of the river flow is only transitory.
Clothes woven with large scale capacitors, resistors and induction coils could be the missing link in the 5G puzzle. It's maybe how to get a small amount of graphene oxide inside the vaxxed activated with distant (even though powerful) TeraHZ signals from the Graphene block emitters.
I'm no expert but the idea of wearing circuitry is definitely going to be pivotal to the whole deal IMO...though I am surprised that they are publicizing this AT ALL. Usually this means that we are already wearing it.
Certainly we are breathing it. The same tech that they want to put in clothes probably started as the way to get an air column conductive (to permit the weaponization of the weather...then the forests and finally the soils). It would be child's play to integrate the doped carbon fibers we call chemtrail dust into the carbon based fibers all our clothes are made of.
