Process of name changes goes in order, State of Delaware first, then once it changed that same day the name change goes into effect. Then within 10 days or less government and finra must be notified of the name change. Now how long finra takes to process documents Idk but I thought it was 10-15 days not 100% sure do not quote me on that.

How To File a Certificate of Amendment....
After the name has been selected, a Certificate of Amendment will have to be prepared; it must be signed by an authorized officer of the company.
Next, the Certificate of Amendment needs to be filed with the state, and the name will officially change as of the date and time the document is filed, or at some specified date known as the "effective date," after the file date.
