It's very easy for a homeowners association to place a lien, you effectively give them the right to do it when you sign the homeowner deeds.
I'd be more concerned by the fact that a guy who the majority of people commonly believe is loaded couldn't pay a 3k debt.
FWIW - looks like the Cobblestone Homeowners settlement was made shortly after Doc started selling.
