TECO wasn't going to announce flow rates until two

TECO wasn't going to announce flow rates until two weeks after the well started producing due to past credibility issues.  I have a tendency to agree with you that on the other hand they need to keep the PPS from going subpenny asap.  When the time is right they could word a PR with what the well is currently producing and with an included disclaimer with some +/- tolerance to current BPD rates at the time of PR.
