Let's dissect that article shall we
Firstly, let's talk about the board.

What this board of one (maybe two per 10k) accomplished

Medrecycler-RI has been actually been purchased and sitting in a building in West Warwick RI waiting for approval by RI-DEM .(you can go visit it if you like).

Also they also worked with a RI government to grant a 17 million dollar bond.(See RI Government site)

while doing that they had built and launched hundreds of solar powered advertising bus shelters in 3 states. (you can go visit them if you like)

while doing they they entered into an agreement to be a distributor of all of FoxEXX products in North America, South America and Australia ( you can read about that from FoxEss site or the SEC 10K)

while doing that they entered into an agreement with a South Asian solar manufacturer to act as a original equipment manufacturer (“OEM”) for Sun Pacific Solar Panels and associated products. ( See SEC 10K)

while doing that they launched a new website (feel free to visit)

while doing that signed an agreement with Aspire to provide feedstock for the development of six waste to recovery plants in Australia (no need to take SNPW word for it you can verify by the word of Aspire and REEA)

while doing that SNPW and ASPIRE Partnership Agreement with Renewable Energy Engineers Aust. to Develop an Initial 100MW Solar Farm in Queensland, Australia. (Again don't take the word of SPNW word for it it can be verify by the word of ASPIRE and REEA)

while doing that funding was obtain for the Durango Solar Farm that sits on hold due to political issues in Mexico (See the news)

and while doing that they been updating share holders on twitter often.

The unnamed subsidiary

Management is management and subcontracting to specialist in any field is a breeze.

Debt and ownership

You only have to be an owner of a concept to have profitable debt free company it called Franchising.

Medrecycler RI is a SOLD single franchise of Medrecycler LLC.
All expenses (construction, operational) for the facility once approved (can not sell a franchise if it is not approved) will be covered by the individual who is assuming the whole 17 million dollar tax free bond.

Quote:
Franchise fee to that individual will be giving Medrecyler LLC 51% of the profits.

And franchising out your name brand doesn't cause you debt either

Financing of the manufacturing facility to build solar panels for SNPW.
IST, another foreign company using a back door approach to circumvent American Tariffs and adding a "Made in the US" stamp to their products selling them under the SNPW brand..
A US company selling US products whose competition will be Tariff ridden foreign companies.
Similar to Toyota, Kia, Hyundai, and Honda .
SNPW name will be used as a US front and SNPW will make millions off of it, while IST will put SNPW name on their solar panels and bear the cost of building the facility.
Per statements by IST in the PR
"Michael Ho, CEO of PT. IDN SOLAR TECH. stated, “We are looking forward to assist and work on the expansion between Sun Pacific Power and IST. The collaboration with Sun Pacific Power will help increase sales in our cell manufacturing and the growth for both of our companies. The deployment of this advanced technology will enable “SPP” to move forward to meet the demand for both green power and sustainable development.”"

FoxESS I believe will follow a similar route in the US, Using the SNPW name to remove the stigma of "made in China"

Conclusion

Having others foot the bill for your concept and having others pay you to use your name (Brand) can allow you to make millions without accruing hardly any debt,

Just asked McDonalds, George Foreman or Shaq 0 'Neal.
