Dead Cat, sounds to me like you have a good idea, I'm rooting for you to succeed.  I don't know how things work where you are, but here the one thing you can do is schmooze the politicos in your area.  That sadly is how a lot of areas work, and that's the way it works where I am in south Jersey.  It's amazing what some people can get away with, and yet it is impossible for other folks to do the exact same thing if they don't know the right people.
