Yes, Nevada has a ton of shells that are fraudulent in nature. I get the impression some insiders in the courts are at fault too. How else could they get away with processing in the Nevada system. Its interesting to see old ties to the Enron days with an individual named in the article.
There has been some cleanup over the last few years but it appears the DOJ and FBI are turning up the heat especially at a very sensitive time in the financial system.
