If my memory serves me, (?) NP was attempting to quell our concern over missed deadlines. Remember he gave an excuse that the HIV data had been mishandled? He finally admitted that the whole thing had to be redone.
This fits with reports that NP was angry with Amarex and demanded that they file for the approval with what information they had. And they did. Then Amarex tried to use NP's demand against him, inferring the denial was NP's fault.
