both nations destroying usa industrial capacity necessary for a war hungry world- in the future this will be seen as extremely short sighted act by the usa

russia economy is only ca 1/7 of chinas and usa- so russia cant afford to keep up and may very well regret helping build chinas military (to remain relevant in the short term)
