I see this letter as an opportunity to use SA - "are reviewing with counsel" to be in contact with the FDA so they can feel important and so they can say "they discovered" Leronlimab when Brazil numbers come in.
This the Federal Bureaucracy game, has been the same forever. They can't be the person who creates the drug, so they feel they have to control the drug as long as they can until it breaks out and then "they" take credit for it. The problem is with BP/FDA it has become a club of guys patting each other on the back.
