Because he has bills to pay. Notice he seems to have a lot of difficulty paying his bills. He filed persona bankruptcy, stiffed credit card lenders, stiffed homeowners association, stiffed his grandson's private school, stiffed Univec's lenders, stiffed Univec's loan from the City of Baltimore. Change healthcare? What has he done in the past 20 years to suggest he is even trying? Just him and his cellphone? Univec has no employees. HRI does not exist in real life?
