Under "Item 1. Legal Proceedings." (page 57)
There are 11 pending cases listed. Some are dispute over the amount of Generex stock that is/was to be paid.
Any one of these proceedings could have triggered a Gag Order. If a Gag Order was issued because of one of these lawsuits, and the litigation is required to be included in the 10-K/Qs, maybe the only way to comply with a Gag Order is to not publish the 10-K/Qs.

Conclusion
I am now inclined to believe that Joe is in a "pickle" (of his own doing), and the "Great Silence" has been forced on him due to his past GNBT mistakes.
Since litigation can be a very slow process (the first case dates back to Dec. 2011, the rest starts at Aug. 2017), it may be a while before we get any kind of news.
