Dark matter is not repulsive. Not sure where you get that from. It is dark because it doesn't interact with matter in the usual fashion, because it has such a low energy state (due to electron orbitsphere of hydrogen going to a lower radius). It can be seen to distort spacetime in the phenomenon of gravatational lensing.
Hydrinos are harmless, and typically exist as very light gases of molecular hydrogen. They do not cause some chain reaction like you are portraying.
There is a "self perpetuating" cycle only so long as normal hydrogen is present and the right conditions exist for conversion to hydrinos. It isn't easy to create those exact conditions. It requires some catalyst to accept multiples of 27.2 eVs, and also requires some energy (arc discharge) to limit the charge buildup when the catalyst loses its electrons. Mills is still perfecting this Suncell highly energetic plasma reaction.
I am talking about skeptics in general. Skepticism is good. Keeping an open mind is better.
