Question is how do you tell 7.4 Billion people there is a extinction EVENT coming and maybe only 500,000,000 are going to survive ? You don't. I guess you release a virus ...like the plaque years ago....during the mini ice age and other events and keep the economy going the best you can. Then you have a Jubilee and say thanks before heading to your bunker. United States probably doing the most to save its population. Though in the 60's we opened the door to 175-200 million immigrants.
Now if subsequent civilizations reached a level of high technology ...it was erased, lost or hidden...during times of life changing events.
