SAI would not ave wasted their time and money Registering as a BIEL Repackager/Relabeler unless they had an agreement with BIEL. $5600 for each Registration 2021 and 2022 = $22,400

Since BIEL has chosen not to issue a PR on this partner yet I doubt a phone call will pry it out of them. BIEL's pattern with OEMs has been to issue a PR close to when the partner is ready to begin sales.
