I think its more like a process of elimination. Dr. Kelly doesnt make sense in the temp role of CEO because its distracting to all the work going on in the trials plus he is head of biz development which is tracking down a partner. Dr. Recknor is a pure scientist/doctor and i wouldnt put him as a CEO type of person. So it leaves the CFO.. Considering the legal and financial issues going on which are front and center , it makes total sense he is in the temp role, partnering with the board on both fronts...
