I don't think I have seen anyone mention this but

I don't think I have seen anyone mention this but the 60 million added shares recently, wouldn't that have to do with the form 144 that was filed and the 90 days he could sell some, all, or non of the shares? And if so when do we think he would need to disclose to us that info? Thanks in advance
