it's actually hard to find a US website that explains how the China government is set up with all their different offices and ministries, but this does a good job of breaking down their Ministry of Agriculture. That subheading--China Agricultural Film and Television Center--to me is pretty darn close to the source of today's article, though not quite the same. But, still, that's my hunch, that it's something like that.
