Not sure if this helps. I’m just speculating that they need to make a few phone calls and confirm who’s still alive. My guess is the 60 days to respond doesn’t apply. I could be wrong.

Wait I just watched the proactive again. NP said it might be considered a second application so could be another 60 days.
