A Quarterly statement isn't the same as an SEC filing. The upside is it reduces the administrative costs for micro-cap companies, in part because there's no audit requirement. The downside is that investors are potentially exposed to greater risk. That's why there's a general move by companies to get audited, S-1's and uplist (away from pink sheets).
The Quarterly is still a legal document meaning that if the CEO mis-represents s/he can still be held legally liable by the SEC and any other regulatory bodies.
