doctrine of highest and best use-w such use already de facto established by pre-existing use
non-residential area
non-recreational area-no competing uses
no known opposition on the ground -the real world
multi-use/business friendly lead agency
business friendly jurisdiction surrounding the area
only historical reason for stopping such a situation would be high level political interference outside Arizona
