I am not an expert on it but PhilHealth is about the worst example of nationalized healthcare there is. You have to opt in and pay monthly for the insurance. Many families are surviving on $200 a month or less and can't afford even a minimal payment. I believe the law establishing it has an exclusion of payment for the indigent but good luck trying to sign up for that. The insurance only pays for a small part of the total treatment costs.
But the worst part is much of the money is ripped off by PhilHealth officials and politicians associated with them. Hospitals are not happy to treat PhilHealth patients because they may not get the money owed from PhilHealth and patients still have to pay their part upfront. Many hospitals have no compunction about leaving patients to die in the parking lot if they don't have the money.
