Umm...
Lets not forget the economy being so bad in the US during this same time there was CCC (Civilian Conservation Corp)...aka slave labor that built up the United States infrastructure.
Essentially this started 15 years after the Spanish Flu that killed 50-100 million across the globe and a world depression.
Presently there is 800 FEMA camp that have been built cross the United States. Each is said to hold 20,000. Then there is 1 big one that holds up to 2 million in Alaska (for the worst of the worst and mentally Ill)

Present estimates are that the Quantum System could take up to 10 years to implement fully... resulting in a world government based on trustee's, guardians and constitutional yet military law.
I don't know what to call it. Communist, Socialist, Capitalist ? ....maybe Messianic ?
The results are conflicting...as within 10 years technology is suppose to take over most jobs. Leaving the humiliates to endeavor into more spiritual and humanitarian efforts ....
In review though. World population in 1871 was 1.2 Billion....Did utopia miss the boat? Rinse/Repeat ??
