So sfl all very good questions.
Do I have exact definitive answers? No.
But with the research I have done. Quiet periods can mean many things, up list to higher exchanges aka nasdaq, acquisitions or deals closing, and SEC filings. Could literally mean all or any one of those things.
Bottom line this tells us some kind of paper work was filed or deal is being closed where some kind of quiet period was required. Which regardless the reason a quiet period in this case is good news for us either way.
