PROVIDENCE, R.I. -- The state House and Senate approved matching bills Tuesday that would decriminalize possession of one ounce or less of marijuana in Rhode Island, moving closer to sending to Governor Chafee the proposal to reduce that to a civil violation.
Possessing an ounce or less would carry a $150 fine, according to lawmakers. But the bill says three such violations within 18 months means the person would face a misdemeanor with bigger fines and/or prison. Earlier versions of the proposals did not have that three-strikes rule.
Either bill must get House and Senate passage without amendment to go to the governor. It was not known whether Governor Chafee would support the legislation.
The House approved the bill 50 to 24. In the Senate, the matching bill by Sen. Joshua Miller, D-Cranston, passed 28 to 6.
