For example, they don't set PDUFA dates six months out because they don't intend to use most of that time. They're busy. Very busy. Between greased palms that require special soaps to clean off and setting up those retirement plans as big pharma lobbyists or board members, they'll get to their actual work at the last possible moment I assure you.
