From what I am reading on the interwebthingy, that phone number is tied to the marketing program/PBM. If you look at GoodRx it has a different number, and if you search that number you get a couple other cards.

The fact that HRI's number is on so many other discount cards tells me that more than likely that's how HRI makes a good bit of its money. Excellent job!
