In an IPO when the underwriter sets the price to start, it is based upon a number of factors. But then many times the price is changed because of demand or lack of demand before the offering date.
In a "direct listing" of a private company then the Nasdaq or NYSE will help the Market Makers determine the opening price because there is no underwriter. The "book value" may or may not be very relevant in either example. Many companies don't have a big book value but they trade at big market caps because of their revenues (cash flows), profitability, market sector they are in and other factors.
The HRI value of $1.6 billion is market value estimate not book value.
So, yes, buy your shares before the big news starts or pay a lot more for waiting.
