I personally called the OTC compliance department this afternoon, explained the situation, he asked two clarifying questions and then told me "no letter required with the 3rd quarter financials" and why. He did say the information is on their site but is a little confusing, so he walked me thru it.
The following is because our annual reports are not audited and we were "dark".
Our 2019 and 2020 annual reports had the required attorney letter and so did the first and second quarters financials. The attorney letters were required for the annuals because of no audit. And the quarterlies had letters because we came out of the darkness and a yield sign. But once we became 'PINK current' and we were 'PINK current' before the 3rd quarter financials were uploaded, then NO attorney letter is needed for quarterly reports up to the next annual report.
