The only defense I could see is if Nader felt they had rolling review with the FDA and whatever might be "short" in the BLA could be added later. A shitty way to do it but not criminal as some claim. Can someone more knowledgable about BLAs can chime in whether that's an absurd explanation or not? I don't see any other good explanation.
