Hate to say this seemingly but no company should be paying these agencies money to move drugs in front of others whether they are big pharma's or smaller ones, just saying that these health agencies of ours should only approve drugs for the health of mankind not to satisfy their own pockets or line the BOD's pockets of the big pharma club companies.
As far as fee's or kick backs, there shouldn't be any of them either. Drugs, new or old should pave their own way to show proof of their efficacy and safety and not make it to approval by graft or corruption like Gilead's Remdeathisnear with no efficacy at all, period - GLTU
