Management has left us all to speculate about what may be causing the lack of any communication. If anyone in management, however, provided an explanation that was not accurate (e.g., "it is the SEC's fault" - when it is not, or, "we just have to wait a little longer" - when nothing is going to happen, either sooner or later), that public disinformation, as has happened the past, will inexorably lead to a lower and lower SP because management is seen as dishonest.
OTOH, if what is happening (or, more accurately, not happening) is because of something management innocently has or has not done, then the only way to "right the ship" is to turn the helm over to someone else, or wrest it from the person who has the helm (anyone read/watch The Caine Mutiny?). In the meantime, of course, the "captain" either will accuse others, or claim nothing has happened.

IMO, the only other explanation is that all this is happening with intent. IF that is true (not up to me to say whether it is), then perhaps evidence of recidivism should be explored.
