Here are my latest thoughts on the Quiet Period:
1) "The purpose of a quiet period is for a public company to avoid making any comments about information that could cause investors to change their position on the company’s stock."
2) "Quarterly" quiet periods are somewhat informal, with companies responding in a very-wide variety of ways during this time (as opposed to IPO quiet periods that are explicit and consistently followed by all companies). During quarterly quiet periods, some companies do not provide any information to the public to avoid violating Regulation Fair Disclosure. Other companies answer fact-based only questions that is already publicly available. Some companies go right up to the line and potentially discuss financials that occurred in the previous quarter, counting on that they do so in a platform that the SEC views as wide enough to be publicly disclosed (maybe "SquawkBox" counts for this, but they don't interview OTC CEO's).
3) The actual timeframe of Quarterly Quiet Periods varies from company to company. Johnson and Johnson, for example, defines theirs starting from the last day of the quarter and running until the earnings are publicly released. That's a day sooner than others, that go up until the quarter ends. Still others stop discussing information publicly weeks beforehand when the prospects of material events are being determined, so as not to imply or disclose anything not complete.
All of this is to say, Doc has been very QUIET for some time. Perhaps he, as CEO, decided that it was not going to be enough to talk about the past (Q2 and prior) and is now waiting to get Q3 financials filed before launching. Again, if he would not have tweeted the week before last, I would not have expected anything for another couple weeks. Now, I almost hope it's not for a couple weeks so the companies get rolled up and it takes that much time to get the Q3 financials done.
I think Doc has 10 days to disclose when the companies get rolled in (thanks to LV, if I'm interpreting the article he sent me correctly). So, does he get those financials done, sign the paperwork, and launch everything to go to dollars!?! Maybe last week was one of those steps. That would be great! And I would understand why he is not saying anything...we're in the Quiet Period.
