Because you're generalizing.. a population with 100% vaccination, 0 border controls / containment policies and no other steps taken will eventually have a variant that evades that immunity introduced.
My point is that if "all" vaccinated isn't enough, "most" or "more" is irrelevant also, from a high level view. Individuals should be highly motivated.
