Just curious, wouldn't they have actually started

Just curious, wouldn't they have actually started signing patients up prior to the drug being in the country which could potentially give us a large amount of patients being injected the first couple of days? That may not have been a possibility for critical as those patients are on the brink of death but for severe it seems like they could have.
