And, yes, 13d was klunky throughout. I always thought that the "right to vote" would prevail over technicalities.
I think that turned out to be correct, but not necessarily for the "right" reasons.
So if the debate was "do we get a right to vote", then Rosenbaum won.
If the debate was "who wins the vote", well that is TBD.
