I would guess the review process is based on first

I would guess the review process is based on first in, first reviewed. The list is structured for ease of reviewing those still not processed. With regards to buying, again guessing, those showing on the bid may be those placed, good to cancelled, prior to the cut off. I don't know of any allowing current buying only selling.
