The recent reveal of us (BIEL) having a signed contract w/ the Dept of Veterans Affairs has largely gone unnoticed, oddly enough. The whole situation puzzles me, lots of contradictions and questions. This throws a huge monkey wrench into any kind of projections of revenue, profit, upcoming deals, you name it and this reveal puts everything into a weird & wacky, what-the-hell-is-going-on kind of whirling dervish conundrum. This puts everything back on the table and in no particular order. What's next?
The first thing is the term of the contract, from 2019 to 2024. So, we signed it sometime in 2019. 2019 !?!?!? Which means we were negotiating it sometime in 2018. Biel got full body FDA clearance in Feb. 2020. How does that date fit in w/ us signing a major contract in year 2019 and in late stage negotiations in 2018? Was there some kind of deal already in the works prior to the FDA clearance? I have been forever writing about what would happen if (if, if, if, ...) we ever got a deal w/ the VA. And now I find out we already had one? I mean, WTF ???
I reviewed the Chairman letter of 10 Aug 2020. In the section entitled "The Last 10 Months’ Activities" not a peep about a 5 yr contract w/ The Dept of Veterans Affairs which just so happens to be the largest integrated healthcare system in the United States with approx'ly 1,300 VA facilities in the US providing medical services to 7,000,000 veterans. In fact, not a peep about anything related to involvement w/ the federal gov't. About 10% of vets report severe, consistent chronic pain. Clearly, a huge unaddressed market that is tailor made for RecoveryRx and no mention of it? This was no oversight. This was deliberate. The obvious question is why. What is happening or is about to happen?
When will Biel announce the contract? Not b4 adequate supply has been produced and distributed. Run the numbers. Let's say we provide a 100 pack of RecoveryRx to each facility. That's 1,300,000 devices at $5 a pop; $6.5 million. Or 700,000 vets w/ severe, persistent might require 5 devices per year. That's $16.5 million. And don't forget surgeries. Substantial revenue + all other revenue streams.
Is Medicare/Medicaid far behind if we are in the federal registry, so to speak? Think of all the hurdles we jumped thru to get this done not to mention the secrecy involved. No wonder nobody's talking. What will be the impact on the share price should a press release come out w/ we are supplying the entire Veterans Administration? Look what happened when we clarified the Q2 #'s; 330+ million shares traded & 26% share price increase in one day. The announcement could come at any time. What is the holdup is the real question. This would overshadow any OEM partnership currently on the books, hands down, seriously turbo-charging the share price to way beyond the penny threshold.
We had to know thru our own due diligence about the volume we would be expected to produce to fulfill the contract. We were in the middle of negotiations in 2018 (presumably). This was before the scamdemic was let loose on the sheeple and a chip shortage ensued. If we were sitting at the table w/ VA in 2018, and we were, then that is plenty of time to notify CICD Tech of upcoming demands on the manufacturing, b4 the chip shortage. Are we still trying to play catch-up or is something more brewing?
In closing, finally!, I'm confused, but in a good way. It will be interesting to see how this situation is revealed/handled when the time comes. I have fixated on insurance this whole time not realizing we had a signed contract w/ the Veterans Admin, in my mind, one of the premier events that "might conceivably occur" when, in fact, it was a done deal the whole time. Now what do I do? Two (2) yrs into it and ... crickets. Besides what we already know ref: OEM partners, what else might we expect? If I replace my fixation on insurance w/ the VA contract, is a buyout on the table b/c we have FDA clearance and a very lucrative, long-term contract w/ the VA? Is there any doubt we are at the table with, as CEO Kelly, said, the big boys? None whatsoever.
