Should it force their hand? Absolutely!
Can you say with confidence that there won't be other hurdles thrown in the way? Or even just an extremely lengthy review process? How long did HGEN wait to get a negative answer, 90+ days? During a pandemic?
Plus, this all assumes that the overseas regulators aren't captured themselves.
