We have discussed (and you dismissed) the intrinsic rates of mutation amongst the various classes of viruses. Mutations are, in simple terms, a function of mutation rates x number of infected x duration of viral replication.
Undoubtedly, untreated/immunosuppressive HIV patients have persistent replication, but so does anyone one else with a poorly functioning immune system who fails to die quickly from Covid.

Larger picture, even the non-immune suppressed by dint of sheer numbers produce variants of concern - witness India.
Immune suppression undoubtedly increases the opportunity for variants development, but so does the infections of more than 200M people without previous immune compromise.
