In case BARDA would have granted GNBT their application for funding and, as a result, 50 million in gingivitis for their vaccine development, this entire deal with China/the Chinese entity would have never been necessary. It is as simple as that.
BARDA chose not to find GNBT's development and do the company had to seek for other partners. I never at all understood the strategy behind BARDA's ways to provide funding solely (at least almost) to Big Pharma companies, who would have been easily able to finance such a vaccine development themselves, and who all based their developments on mRNA technology only, instead of spreading it as widely as possible, as nobody knew upfront what the best and fastest way to a working vaccine would be. Especially, with the relatively low amount of requested funding (50 milll.) GNBT asked for, it should have been a no brainer to give GNBT that money and have a great alternative to all those mRNA vaccines.
Since they decided not to do so, they cannot complain now that GNBT had decided to make a deal with the Chinese. Period.
