Reported numbers typically lower Saturday -Monday due to lower testing-processing-information sharing over the weekend.
That being said, your observations are correct. Brazil far down from their highs, but sill at a high level of ~30k new cases and 1,000 +/- deaths daily.
I have been told, but have no way to verify that enrolled hospitals have participants signed up already (at least until they die and are replaced with new participants).
Take that report with a grain of salt, but certainly plausible as they trials have been under development for nearly four months now.
